This might be a silly question, but would Claire really have been able to stop the explosion, e.g. kill Peter, by shooting him? Wouldn't Claire's powers prevent him from dying thereby starting the whole BOOM scenario again?

It seemed to me that the only real way to prevent the death of millions was to get Peter away from the city itself.
