It was a silly reference to when Sally poison's the Dr. in The Nightmare Before Xmas movie. She uses nightshade to poison him, which him being from Halloween land only affects him to the point of putting him to sleep, but then she uses Frog's Breath to cover it up.
She also uses a slotted spoon to "try it" right before his eyes, after which he proceeds to slurp it up whole and conks out.
